No, it does not.

UV-C lights with wavelengths below 200 nm produce ozone. But this one runs at 253.7 nm, so it doesn't emit any ozone.

Does it give off an odor?

You can find it in the listing here: “To be certified, air cleaners must be tested for electrical safety and ozone emissions, and meet an ozone emission concentration limit of 0.050 parts per million.” So, yes, it is safe to use while you are in the room.
